On October 27, 1,600-plus people attended the largest, most extravagant Halloween party in Portland: PHANTOM. The event was held under the Fremont Bridge in support of Oregon Active Foundation and the Children’s Cancer Association. Headlined by Grammy winners Naughty By Nature, the evening also featured performances by LoveBomb GoGo, two DJs, stilt walkers, break-dancers, and more.
